The Challenge

Recruit in Switzerland Without Building Your Own Swiss Staffing Operation.

Switzerland is one of Europe's most attractive markets for skilled professionals – and one of the most regulated for recruiters. Agencies based abroad quickly meet requirements that cannot be solved from a desk in London, Berlin or Warsaw:

Swiss recruitment regulation

Private recruitment and staff leasing are governed by the Federal Act on Employment Services and the Leasing of Services (AVG) and its ordinance (AVV).

Placement authorisation requirements

Regular, remunerated placement in Switzerland requires a cantonal licence; placements involving other countries additionally require federal (SECO) authorisation. Licences are issued to Swiss-registered businesses only and are not transferable.

Staff leasing compliance

Leasing professionals to Swiss clients requires a staff leasing licence, Swiss employment contracts and compliance with the collective labour agreement for staff leasing. Leasing from abroad into Switzerland is not permitted.

Swiss client documentation

Swiss clients expect Swiss contracts, Swiss terms and a Swiss counterparty they can rely on.

Fee invoicing

Placement fees must be invoiced and collected by the Swiss party that performs the regulated activity.

Payroll and social insurance

Contractors need Swiss payroll, social insurance, occupational pension and withholding tax handled correctly from day one.

Cross-border operating restrictions

Work permits, notification procedures and cross-border rules differ for EU/EFTA and third-country nationals.

We provide the Swiss recruitment and staffing infrastructure for a properly structured partnership.

Which activities a partnership covers – and which remain with your agency – is defined in the compliance review and the partnership agreement. A partnership does not by itself authorise every form of cross-border recruitment activity.

Frequently Asked Questions

Swiss Recruitment Partnerships, Explained.

What is a SECO recruitment licence in Switzerland?

Private recruitment (placement) and staff leasing in Switzerland are regulated by the Federal Act on Employment Services and the Leasing of Services (AVG). Agencies that regularly place candidates for a fee need a licence from the cantonal labour authority. Placements involving other countries additionally require authorisation from the State Secretariat for Economic Affairs (SECO) – commonly called the "SECO licence". Licences are issued only to businesses registered in Switzerland and cannot be transferred, rented or lent.

Can an international recruitment agency place candidates with Swiss companies?

Not directly from abroad as the placing party: the regulated placement activity in Switzerland must be performed by a licensed Swiss intermediary. International agencies can, however, cooperate with a licensed Swiss partner that concludes the recruitment agreement with the client, coordinates the placement and invoices the fee, while the agency contributes sourcing, candidate presentation and client introductions under the partnership agreement.

Can I recruit for Swiss clients without establishing a Swiss company?

Yes, within a properly structured partnership. You do not need a Swiss company or your own licence: the licensed Swiss entity performs the regulated activities and carries the corresponding responsibility. Which tasks you may carry out yourself depends on your country of operation and on the compliance review we conduct before signing.

How does cooperation with a licensed Swiss intermediary work?

After a compliance review we sign a partnership agreement that defines responsibilities, documentation and the fee share. You identify candidates and opportunities; the licensed Swiss entity concludes the recruitment agreement with the Swiss client, coordinates the placement, invoices and collects the fee and distributes your share after the client has paid.

How much does RM Group charge for permanent recruitment partnerships?

10% of the collected placement fee, proposed as the standard share for eligible permanent placement partnerships. There are no setup fees, no monthly subscriptions and no fees without a successful placement.

Why do I keep 90% of the placement fee?

Because you do the recruiting. Our 10% covers the regulated Swiss activities – client agreement, coordination, invoicing, collection and compliance – which we run on an existing infrastructure rather than building it for each partner. We earn when you earn.

When will my recruitment agency receive payment?

After the Swiss client has paid the placement invoice, in accordance with the partnership agreement. We invoice the client, collect the fee and distribute your 90% share; the settlement cycle and currency are agreed in the contract.

What happens if a candidate does not get hired?

Nothing is charged. The model is success-based: no placement, no fee, no cost to your agency. Guarantee or replacement periods agreed with the client are mirrored in the partnership agreement.

Do you also provide temporary staffing and contractor leasing?

Yes. Our group operates licensed Swiss staff leasing: the Swiss leasing entity employs the contractor, handles payroll, social insurance, occupational pension and timesheets, and bills the client. Contracting is quoted individually.

Can RM Group process Swiss contractor payroll?

Yes. RM Payroll AG, the group's payrolling company, runs payroll, social insurance, occupational pension and withholding tax for contractors on Abacus, Switzerland's leading business software, with Swissdec-certified reporting.

Do you work with UK, EU and US recruitment agencies?

Yes. We work with agencies from the United Kingdom, Germany, Austria, Poland, Romania, Portugal, Spain and other European countries as well as the United States. Partnership agreements are available in English or German.

What documents are required to become a recruitment partner?

A current company registration extract, details of your agency and its principals, your countries of operation and the intended Swiss activities, plus any licences you hold in your home country. We review these in the compliance step before signing.

Who manages the Swiss customer relationship?

You keep the commercial relationship with your client. The licensed Swiss entity is the contracting and invoicing party for the regulated activity and coordinates the formal steps with the client; day-to-day contact stays with you unless agreed otherwise.

What is the difference between permanent recruitment and staff leasing?

Permanent recruitment places a candidate into direct employment with the client for a one-off fee. In staff leasing, the Swiss leasing entity employs the professional and leases them to the client for the duration of the assignment, with monthly billing, payroll and social insurance.

Do you offer the same 10% model for contracting?

No. Contracting prices are calculated individually, based on the hourly rate, the length of the assignment and the services required, and are quoted before the first assignment.

Legal note: Cooperation is structured individually in accordance with the Swiss Federal Act on Employment Services and the Leasing of Services (AVG) and its ordinance (AVV).
